libcpan-distnameinfo-perl software package provides module to extract distribution name and version from a filename, you can install in your Debian 8 (Jessie) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libcpan-distnameinfo-perl
libcpan-distnameinfo-perl is installed in your system.
